Registration, Tax and Insurance on wrong car

Someone i know has just bought a brand new Mini a few weeks ago, it arrived with the personalised registration plate from their other car a Mitsubishi.
The Mitsubishi is now sporting a new personalsied plate.
Now, knowing how close to the sun this chap and his missus fly regarding other elements of their lives my nosy streak was stirred.
I've done a quick check and i see that the Reg on the mini is still showing for the Mitsubishi, as is the tax and insurance.
The Mitsubishi is not showing as insured on it's new reg.
I'm guessing at the moment if they were pulled in either car they would have some explaining to do, and if they had an accident both cars are un-insured.
But, giving them the benefit of the doubt it may be just a question of the databases not being updated.
How long does it take for DVLA and AskMid to be updated?
Should I report them to the police

From recent first hand experience it took the DVLA 6 months to change the details on a new V5 and send the Acknowledgement after I sold my car in Feb.
There was also an insurance issue related. If the DVLA checked the MID in June on the date of the alleged issue and the MID didn't show the car as insured, then I would suggest the MID is equally as slow to update, as the car was insured from the end of Feb. However, this is the DVLA so I doubt they bothered to check the database first. Let's assume that the DVLA are slow and the MID is current.
As for tipping of the police, it's your call.
