Discussion
are all civilian

Intresting as i thought the law states the officer shall first make a judgement of the vechiles speed before using the laser. If true all persons caught could challange their conviction. Then there is the training and certs etc
Also parking regulations,i shall now note where these civilians are parked and notify the BiB of dangerous parking etc
Then there is the jammer, you cant be done for "interfering with a BiB" as it a civie operating
they cant search your car if they try to stop you so unless they phone a BiB dont let them
Mind i bet they show less discretion, if any :P(
So if you get caught in Kent you might have more options available

Please note our mobile camera vans are operated by civilians - the Police Officers who used to work on camera enforcement have all been replaced by civilian support staff, allowing police officers to concentrate on other matters which are of concern both to us and the public.

Dont think it makes much differnce to any tickets.
Would be nice to see if they are still allowed to park illegally in dangerous postitions and blocking pavements like they do in Doncaster. Surely they should be charged.
God I wish I was traffic warden just for this, as I would purposely look for these scum parked anywhere illegally, and slap a ticket on the screen. Or much better clamp the sods. lol
Are they allowed to park on verges where the road is a double yellow? I allways thought the doucle yellows extended to the footpath?

You cannot under any circumstances be charged with speeding, or penalised in any way, by a civilian using equipment designed for that purpose, if you dispute the charge.
They rely on ignorance and apathy to collect the fines.
Cobblers.
There is nothing in statute to say a civvie can't do it. There is ambiguity certainly, but it will take a High Court judgment to settle it. Personally, I believe the argument is doomed.

I think there is. The important wording in the acts is "authorised" Only a police officer is authorised to form prior opinion. There are cases going on over on www.pepipoo.com about this very fact last time I looked.
If you get scammed by this lot I would advise checking on pepipoo before doing anything.
I met a couple of them at a car show.
Whilst obviously disagreeing on "their line of work" some of their discussions were a lot more positive than some other partnerships.
They agreed "not to hide" as they have enough work from blind drivers already.
They usually set the scamera limits above the ACPO limits (at the moment, although they may be forced to lower them by the government next year)
They routinely remove the film if any areas average speed drops and are looking to offer training courses instead of fines for minor speeding over the limit.
Not as bad as some areas whom we all know (Arrive Alive, E$$ex, Lanca$hire etc etc)
