Not necessarily. Not all cameras are sensitive to IR. If you get hold of a proper low light CCTV camera, that will usually be sensitive to most IR LEDs, but a lot of dashcams and GoPro-type cameras have a IR cut filter in front off the sensor specifically to filter out IR.As you say, if you recorded the rear of the unmarked car with any kind of camera it would presumably look like a relatively bright light shining out of the middle of the plate.

LED lights either side of front plate.
Unless I'm misreading, nowhere does it say that it has any kind of IR illuminators or bulbs.

See? You have lots of exemptions, but you have a responsibility to use them wisely, not just because you can or without engaging your brain.
There's a chance I might be wrong, but I'd hazard a guess that, in the picture we're discussing, there would have been somewhere further along for a safer stop.

The person being stopped ultimately dictates the exact location. People often stop a fair bit after where you request them to. As others have pointed out, perhaps the circumstances were that once the driver had stopped, they didn't want them moving back off.

You got called out, and proved that you were unaware of certain exemptions.
