Vehicles Impersonating Emergency Vehicles

Have to drive through London on Wednesdays for work, using the a10 a406 and a40, regularly see normal cars with blue lights built into the indicators etc and sirens, always plain clothed, would never be able to tell they are police cars or whatnot, I would hazard a guess CID or something.
Last Wednesday I saw a c350 cdi 2011 merc, a newish seat Ibiza fr, and some Honda 4x4 thing.

I used to know an A+E consultant who was also a BASICS doctor ,he would attend serious incidents requiring a doctor .
He had an Audi RS estate with built in lights and sirens .
Local plod were very jealous of his car and were impressed with his aptitude behind the wheel.
He was also a circuit doctor .
He had a line in very bright headgear,but was the scruffiest dressed bloke ever .

It seems very unlikely that real counter terrorism officers would need to provide their own cars and fit their own blue lights.
Saw badges and ID's but he didn't really confirm what he actually did. Everything was legit and did see him once on lights going the wrong way round a traffic island to beat traffic. Friends with a chap who is a counter terrorism officer, he has his car all set up with sirens and blue lights for emergency incidents when he is at home etc. Heads of fire stations have the same sort of thing I think.
Got a friend like this too. He's something to do with counter terrorism but not a police officer from what I understand. His cars are always big powered saloons with lights and sirens that look exactly like what an unmarked car would have except without the extra weight of equipment in the back as it was his personal car.It seems very unlikely that real counter terrorism officers would need to provide their own cars and fit their own blue lights.

He also has a general week on/week off with regards to being "on call" which means no drinking, no hols, phone on and loud etc etc just in case he is needed for something.

What is the proposed "National Transport Constabulary" ?I heard a rumour a while back that government were considering the possibility of merging (BTP ?) CNC and Mod Plod into some kind of "Infrastructure Constabulary" but wasn't aware The Highways Agency were also part of this ....
Given that the CNC and MOD Police perform an armed security/ guarding role and are required to carry firearms I can't see the overlap with Highways ....
