My next door neighbour did similar - he's an alcoholic. Blood sample taken at hospital.
It was months later that he was charged and the process of banning him began.
He stopped driving immediately and did say that in effect extended his ban by three months (there was nothing interim placed)

He can't be charged as they don't officially know if he was over the limit. The blood sample has to be taken away by the Police and analysed to determine the amount of alcohol in his blood.
Until they get that figure he can't be charged. When the results come in and if they are over the limit, he will then be required to attend the Police Station and be charged

I know somebody who did that once, drove 100 yards from pub to this house and got caught, when they asked him why he did it his answer was "I was too pissed to walk" which, whilst I don't condone drink driving, I found hilarious though the judge did almost lock him up for the answer.guindilias said:
Aye, it's not the police who ban you - it's the court. So if the courts are busy or there are details that need to be clarified before the court case takes place - he's free to drive until then.
Courts are rarely busy when it comes to drink driving. Most will be in court inside a fortnight for those failing the main intoximeter. When the blood test results are back the OP's friend will be in court very quickly. Durzel said:

Now... he ended up in hospital and was discharged early Sunday morning.
He was not charged at the hospital despite giving a blood sample and presumably being well over. The van was towed and impounded.
Whats the crack here then? I would have presumed they would have either charged him at the hospital or have been around already to charge him.
