Blocked Drive - Enforcement Matters
Discussion
I can confirm Waltham Forest/NSL don't mess around with cars blocking your drive. Just happened 2 wweek back when someone decide to park in front of a neighbour's dropped kerb. The neighbour let it go on the first day, but when the same car did it again next day, they reported it and it was removed fairly quickly.

i think the traffic commissioners might be interested in the scaffolding trucks ...
It is a residents' parking area accessed from an adopted road, but I'm sure plenty would argue it is "private property" so not regulated, blah, blah, blah........Call me cynical but I very much doubt the commissioners would really give a flying f*ck, unless one of them lived here!
It's a bit like all the legal arguments for blocking a drive being a police matter, but the reality is they really aren't interested - possibly don't have that level of legal knowledge, and quite probably do have more serious issues to address much of the time.

The Traffic Commissioners take Operating Centre Offences VERY seriously
