The way some police forces are with armed response and terrorism these days it's a miracle he lived.
Remember the poor bloke in the 90's or early 00's that got shot dead by armed police when carrying a chair leg in a plastic bag.

There isn't enough detail on how the blind chap was acting to be able to comment in this situation but the moron in South London with the chair leg was very different. He was actively pretending there was a firearm in the bag, he was warned several times by the police, he refused to comply with the orders of armed officers, who were pointing their guns at him, repeatedly telling him to put the bag down, and only then he was shot. When I was in that area one day, many years after the inquiry had established the facts, some random woman came up to me asking me to sign a petition to have another inquiry.
