Do speed limit signs have to be in pairs

No repeaters but signs indicating a change of limit , the LA have just fitted some 20mph signs near me but only on the offside of the road none on the nearside , and no repeaters

I see from a google search that the law changed last year but cant see anywhere in there that says a change of limit must be in pairs
