I think you missed the thrust of the draft legislation. The French government will penalise Waze, not the users. They will hold Waze responsible for operating an app (those behind the application would face up to two years in prison).

The legislation says this is to stop kidnappers.
Ah, I see.

The threat hasn’t had any effect. Waze is working as it should and helpful French Waze users mark the camera’s with a “police” sign so you get them pinpointed rather than the more general “dangerous route” warning of Garmin.

The Gendarmes certainly do know about previous speeding offences. I was stopped in a "document check" by the Gendarmes recently and they asked why I had not yet changed my UK driving license for a French license as I had three speed tickets in the last 6 months (all very minor and one just 1 km/h over the limit) so they are connected somehow and it wasn't through the car number as the "offences" were in a different car so it must be through name and address on the license. With a UK registered car I imagine it will be through the name and address of the keeper so it would only be relevant if stopped and not by being flashed by a camera. I haven't changed my license as there is no point as we will be returning to the UK before August.
All they can have is my name and address - car reg will e different as private plate now on since offence
I guess that could be cross checked at the border in theory

I think the French have definitely tightened up on pursuing errant UK motorists. I have been driving through France for many years without coming to the attention of the enforcers but this year I have now had two Violation Notices - 97 and 96 in a 90 zone (corrected to 92 and 91kph). On the second occasion my wife was driving but I logged in and paid the fine as it was simpler than filling out all the paperwork to nominate her - but I am wondering if I did the right thing particularly if there is any question of points on my licence. However, as it stands, I have paid up as the Owner/keeper of the vehicle and have not had to add any more personal details. if you go the route of nominate another driver you are asked for details of your licence and that of the nominee. Any thoughts?

If you have a UK licence you will not have any points to worry about as the French system is different, i.e; they deduct points rather than add them. You've paid the fine and that's the end of it.

I hope this is right - but there is the prospect of the French creating Virtual Licences from which points can be deducted but not sure if this is law yet.
