Agree with others, I think on the occasion the police shall consider it warrants attention (if you can find one that's not been laid off)

Another idea; in this CCTV age, could you do a little of your own police work to strengthen your case? Go back to where it happened, and see if any businesses feature CCTV, then kindly ask them if they can check their footage for you?

I already been to place where it happen. No one got CCTV pointing out there. There was City Council camera some time ago but then religiois minority there made it switched off.

As per someone suggesting MIB - I have 3rd party insurance so not sure if I can go through this route.

As per damage to the car - I will have to replace front bumper, front grille and plastic insert. Total cost of used bumper, used grille and new plastric insert will be circa £250

And I know how to replace those bits (been taking bumper off couple of times on my own)

After provisional repairs bumper sits in place and from distance looks ok - only when you look from short distance you can see damage.

My next purchase will be a dual dash cam (and no - you wont see any of my fotage on internet)

I did a free MID search and it notes the Focus is insured. If your insurer has delegated authority they should be able to utilise MID to find out who the insurer of that vehicle is. Once the third party insurer is notified, they will then send out RTA forms to their client for (alleged) incident.
Delegated authority to do what?

The common misconception is that though the driver may be uninsured, the last known insurer of that driver may still be liable for your costs.

This is known as being an "RTA insurer" https://en.wikipedia.org/wiki/RTA_Insurer of which they may pay your claim and look to reclaim their own costs directly from their client.

You may have to proceed with a claim through the Motor Insurance Bureau for a bit of leverage though.
It's the last known insurer of the vehicle and NOT the driver which may be RTA insurer.
