That is a ste response from the school. Trim them back to the fence line, throw the crap back over or if you're bothered about the wee stes during break times, bag em up & leave them at the school gates.. Let them sort it out. Unacceptable. They have responsibilities to their neighbours too.

But they have met their responsibilities by having the trees inspected, just because the result is not what the OP expected then the onus is on him to rectify his problem, no one else's.
The school does not have to pay for the work, the same as you wouldn't if your tree overhung your nieghbours property. People's attitude in these kind of situations is normally the key to getting good resolution for both. I've dealt with these situations so may times over the years and seen the best and worst kind of nieghbours.

Well, it's the OP's land, so legally it's his responsibility to deal with any branches overhanging his property, not the owner of the land on which the tree sits.
The OP can choose to trim or not trim, but if he trims he must offer the cuttings. Dumping them over the fence is not considered 'offering'.
