'Abandoned' caravan. No plates.

It sounds like a story from an Alan Bennet play I know.
Someone has apparently abandoned an ancient caravan on the main road near where we live.
It's very old - one of those small things you would see in the 1970s/80s being towed by an Autumn Maxi or a Ford Cortina.
To be honest I've sen better garden sheds.
It doesn't appear to be occupied and although not causing an obstruction right now it has recently been blocking a minor access road.
I've a feeling someone may be having a laugh but my concern is that being apparently abandoned it may attract vandals.
Apart from towing it or torching it, what's the legal way to have it removed? With no plates, I guess it can't be traced.
At present it's a curiosity and if someone is having a laugh then fair play. They've got the neighborhood talking.
I did consider towing it to my neighbors house. He's a bit of a Victor Meldrew.
But joking aside. What's the deal with getting it shifted legally?

Report your suspicions there's a pervert living in it photographing children or maybe immigrants have moved into it as it's more cosy than garden sheds
Probably thisSeveral year ago an old car was dumped outside our house.
No tax or MOT
Most of the neighbours reported it to police and council who over a 3 week period took no notice
At this point I got bored of looking at it and phoned the council saying the local children were playing in it and that I thought I could see some fuel cans on the back seat
It vanished the next day
