We had this just down the road from ny work. It took the council around 4 weeks to remove as it isn’t treated the same way as a car.

First they visited it, then they visited it again (to make sure it was empty I think), then they put a 2 week notice of removal on it, then a few days after the 2 weeks they took it away.

Making an excellent place to rig up the communal fireworks display?

In all seriousness; report your concern that children are playing in the abandoned caravan as suggest above (have a look inside and around to see make sure there is some safety hazards though; sharp edges on bits of metal hanging off, fuel still in the caravan from cooking, sharp knives or utensils left over etc?).
