Now imagine your home and place of work is at the end of this street and the blockages on the street are a regular occurrence, authorities informed, nothing done etc. Still in the wrong but potential mitigating factors. Oh and you'd be pretty brainless to try an get a caravan down a high street the width of a single country lane with cars parked either side unless you had to. But that's where your scenario differs, d'you see? He did, you didn't.

Parked vehicles in such a location is not exactly out of the ordinary. Is the main street in your town a cul-de sac? Your analogy is weak..
In this case, if only we had effective police resources to get the head parkers' cars towed away. A long walk to the pound and a hefty recovery fee might concentrate a few minds.
