Have I been given a CCJ? Dartford Crossing.

Story is as follows.
I have auto pay on my dart charge account. On the 13/05/17 I made a dart charge crossing. My account went 67p into arrears. I topped up 1 day too late.
I had moved and my car was registered to the incorrect address (this has now been rectified). As such, 3 notices were sent to my old address to pay a fine.
My details have been passed to Marstons high court enforcement and the total repayable is £190.50.
The details of address on my dartford charge account are correct.
Letter below. I have received no correspondence from a court, this is my first letter and I have made full payment. But I contacted the dartford crossing people and they have advised me to fill out 2 forms. TE7 and a TE9, both linked below. These look like court papers. I've checked my credit report and I don't have any CCJ's listed but I don't know how long such a thing would take to appear.

Fill in the forms. There is a court process on foot, but if you satisfy the court that you did not receive the initial penalty notice, you will have a chance to pay the penalty and bring the matter to a close.
I have paid the £190.50The highways agency said that the debt was passed to Marstons. Unsure if they have gone through the court.

it is a Dart Charge, then it probably won't be a CCJ, but a Notice of Enforcement that has gone through Northampton Traffic Enforcement Centre. It wont be on your credit file, but it will be enough for Marstons/JBW?whyte & Co etc to levy on - ie, taking your car or goods.
You will need to complete a TE3 and/or TE7 form to ask the court to review the decision, and explain why you are repsonding late - if you have moved house and they are still using your old address, this is normally a valid reason for having it reversed. It doesn't cancel the ticket, just reset the process. Fill it out, take it to your local court for countersigning, and email it to tec.bulkcentre@hmcts.gsi.gov.uk
If it is not Dart and for say a double yellow or box junction, you may need a PE3 & PE7, similar process, different forms.

It'll be like parking tickets where it just keeps escalating if you don't pay and the system is basically run like a criminal racket - my last camden parking ticket I received a £127 demand in the post - sent a cheque with a letter asking for details of how the fine was incurred, both of which were returned by post, only for a £200 demand to be issued, which when I phoned up to ask what was going on to be told it'd be increased to £400 if I didnt pay right away. fk me that's harsh.
The whole create-a-pointless-account then keep it topped up rather than card details and pay as you go is designed to snare people.

You will not get a CCJ from this and it will not affect your credit file it says it in the paper work on the tfl website
I wouldn’t of paid that it it’s extortion how can a debt of 67p end up costing that it’s not right!
Ive had the goons from marston pay a visit there isn’t much they can do it is all scare tactics

If you don't respond to notifications you incur costs for the Company trying to recover what you owe them. Not hard to see how those costs can escalate.
No one to blame here but the OP. The Dartford crossing system is as good as it gets. By his own admission the OP screwed up with his admin
