I'm not so sure. The freeholder doesn't really have to do anything to keep the freehold so I can't see it being in their interest to sell it because the leaseholders annoy them. In any event its usually the case that freeholders charge leaseholders for any and all services eg applying to make changes that require freeholder consent.

Your best bet is to go for Collective Enfranchisement (CE) and there is lots of good advice about it here: https://www.lease-advice.org/advice-guides/

Once you know that your eligible to buy under CE then you need to follow a process where you create a Participation Agreement among the leaseholders, get a valuation on the freehold and instruct a lawyer to begin the process. (Of course the lawyer can draw up the agreement for you).
