As the lane 2 was occupied by MLM's in that clip its probably safe to hypothesise nobody was going to change lane anytime soon Although he's a bloody idiot for:
a) doing that speed in daylight
b) not being suspicious enough that a car following you over 100mph would be anything other than the police

You cannot tell how fast the cars in the middle lane are going. At one point the Audi passes two cars that are quite close together in the middle lane. One of those might have decided to overtake the other.
Assume that all the cars in the middle are driven by MLMs. Such drivers might have have poor observational skills and might change lane without warning.

What, more dangerous and lucky than the guy travelling even faster behind him?
Granted, it is completely irresponsible but i can never understand how the police can come out with such statements when they are doing exactly the same themselves.

He was reported with speeding & convicted of speeding.
His choice of speed meant his driving was not appropriate in the view of the state. There was an increase in risk over what there would otherwise have been from a considerably lower choice of speed.
If the prosecution thought it amounted to dangerous driving he'd have been charged with dangerous driving.
