Churning out letter after letter with addresses returned from a registration plate enquiry is and that is what the police do.
What additional and reasonable diligence do you suggest? Calling every addressee to see if they still have the car?

I wasn't referring to the OP's case, just pointing out that your statement "first NIP in the chain has to be served within 14 days of the offence, no exceptions" is incorrect nonsense.

In my case they have pretty much admitted to making two mistakes - picking the wrong record out from the history against the registration number and then not realising that a BMW estate looks nothing like a Ferrari.

Why didn't you wait longer before replying so they definitely missed the 14 day deadline?

Oh dear, this will probably get me pilloried by the PH massive...

Based on what I read here and elsewhere I wasn't convinced an email would have any effect other than to generate a reply along the lines of "please fill in the paperwork as required or you'll face further action in 28 days". The pragmatism was unexpected.

And IMHO exceeding the speed limit by 24 mph on a motorway where there are clearly marked speed camera gantries is just daft bordering on stupidity or a complete lack of awareness.
