"it goes without saying they need to provide a proper service.

But, what IS a proper service?
Most would agree that we don't have a proper service now, so why are they keeping their jobs?

A proper service means "the right figures and the right returns". Central Gov't holds the strings, and they require "figures showing how good things are" - whether they are or not is irrelevant.

Parrot of Doom - this is precisely what we have been doing over the last 12 months, which is why my BCU has the best dwelling burglary reduction figures in the UK. Burglaries are at their lowest level for about 25 years.

xxplod thats nice to hear, but there remains much anecdotal evidence that not enough police forces take this seriously.

Its common sense if you ask me, just like Graffiti.

I believe that has more to do with the fact that cd players/dvd players etc are now not worth nicking!

Why nick one (or buy a nicked one) when you can buy a new one for £30?

Is that 'reported' burglaries or 'detected' ones? And how many burglaries were not logged because of the "counting rules"? [See: The truth is NOT out there ... .]

Those figures are the number of reported burglaries. Of course nobody can say that every dwelling burglary is reported, but whereas a lot of minor assaults, damage and thefts go unreported there aren't many people who do not call the Police if their house has been burgled.

It seems to me the whole system is now rigged to encourage you not to report crime at all.

When my car got done over recently, reporting the crime to the police doesn't achieve anything and reporting it to my insurance company just gets me more expensive insurance.

The same goes with most instances of criminal damage.

And when you do report it, the figures get doctored anyway , no wonder the public are losing (have lost)the faith.
