I'd make all cars so the horn won't work unless the brake lights are on.

Not a law as such but all car bulbs should be changeable without tools.
THIS! I have been wondering this for for years after finding that I had to remove the inner wheel arch, indicator, grill, battery and some other gubbins to change the bulb on a Saab 9-3.

It is frankly ridiculous that you can be fined at the side of the road for having a bulb failure when most cars come with replacement bulb kits but you'd need to be a mechanic with a decent set of tools to be able to utilise it.

Along similar lines front DRLs that are operated without having rear lights on - STUPID and should not be allowed.

Headlights should automatically come on when windscreen wipers are in use.

I'm not a huge fan of all this talk of having retests every 5 years, it would cost a fortune to have such a system in place and I strongly believe that having more traffic police on the roads would be most cost effective and less admin.

No, it'd be revenue-neutral, or even income-generating.

Test fees...

Having contacted the DVLA, I can confirm that the date at 4b is when only the photo expires. Your licence remains valid until such time as the DVLA revokes it, and that requires written notice.

Blimey, I never knew that ! My current licence was issued in 1978 and still has a few years before it expires.

There cannot be many of us who haven't moved house since before they were introduced - and I think you have to get one at age 70 ?

Basically the DVLA would love for everyone to pay lots of money every ten years to renew the photo on their plastic card. A stealth tax brought in by ‘you know who’

The licence itself is valid until the date on the rear, usually once you’ve become old and grey or until a court revokes it etc

Yep, your actual licence needs to be renewed at 70. Any address change or added category = new licence. And the only licences issued in the last 20 years have been photocard.

So to have a non-card licence, you must be between ~40ish and 70, and not changed address in two decades.

It's not many people. And it's only going down.

Sorry if this has been mentioned but anyone driving in rain or bad weather with no lights on to have an instant week long ban.

Anyone who has looked at the weather and consciously put on just their sidelights with amazing 5w of power should be banned from the road forever

My sensible answer may have been covered already but a proper review of the speed limit laws for certain classes of vehicles to resolve the dog's dinner giving confusion around car derived vans, dual purpose vehicles, is it a passenger vehicle car or a bus and so on. Yes I know for some of those the law is clear, at least to those who understand how to find the regulations and accurately interpret them. As part of this, to make it easy for Joe Public, it may need some additional vehicle categories on the V5C, and therefore DVLA would need to get their act together, so two hopes of it happening, No Hope and Bob Hope. Therefore it needs a much simpler method of definition that can be fully understood just from looking at the vehicle weight plate etc.

Comedy answer, I'd introduce the FM law. Essentially if an action by a driver, passenger or the condition of their vehicle, prompted a reasonable member of society, and in particular a police officer, to react automatically with a response of "fk Me!" said driver should be without question found guilty of a summary offence.

Please note that I am NOT generalising about women, my wife, my sister-in-law, and my three nieces make most guys look like amateur drivers.
However, I always noticed, when I was driving for a living, and out every day, if I ran into fog, mist, drizzle or downpour of rain, 9 out of 10 cars on sidelights only were driven by women.
What bothered me, was that they probably all thought, right, reduced daylight visibility, switch on my sidelights, and be seen like a beacon, for miles.

Hell, a speed limiter for foglights would be good. 40mph would be enough to not hinder people in fog, while stopping other people leaving them on all the time...

Having just spent 2 hours in the arsing rain on the motorway today, I’m with anyone who wants to hammer the tailgaters.

My proposal would be: tailgating when the road is wet -> dangerous driving, 2 year ban, driver walks home. Tailgating when the road is dry -> dangerous driving, 9 points.
Devil's advocate - anyone too stupid to move out of the passing lane, when faster traffic appears on their rear bumper, should receive a 2 year ban. ;-)

The 'faster traffic' being you presumably.
