Incorrectly issued NIP cancelled, but no apology

SWMBO's BiL received a NIP last week for 48 in a 30 limit.
He was out and about on the day in question and he assumed that he'd been caught by a scamera ... although he is a very speed limit obedient driver normally.
He was annoyed but expected to pay the fine and collect the points without demur.
Then a couple of days later, before he'd replied, he received a letter informing him that no further action was being taken. When he checked the NIP carefully he noted that the stated location was at some 40 miles from anywhere he had been on that day.
There was no explanation and no apology (he expected one ... I wouldn't have!).
He's contacted the SCP (Kent and Medway) and they refuse to tell him anything.
He's tenacious (and retired so he has the time), so I expect he'll press until he has an answer. Whether it will be a truthful and complete one is debatable.
