We are a permissive country. However, again, just because something isn't prohibited or is allowed - doesn't make it a right.

I don't think anyone is arguing that.I just think it would be much easier and cheaper to do something about our lax laws. That wouldn't just improve life for motorway users, it would improve life for every road user.
Of course any attempt at making life easier for road users is immediately denounced as a "war on the motorist."
