The below post is by far and away the only sensible suggestion so far.
I have experienced the exact problem of chancers regularly parking in a private car park.
I solved it by simply employing the services of a 'Parking Eye' type company. They ticketed the living daylights out of the regular offenders.
At first the offenders would publicly mock me about the tickets saying they wouldn't pay. "Never get a penny out of me" etc, they would throw the tickets on the floor, and they kept on getting ticketed.
The parking company just kept a log of all the unpaid tickets and eventually took them to court.
Victory was sweet.
