Depends where the signs with the restrictions on are, if they are along the side of the road only then no the restriction cannot be enforced., as the lines need to be there too, but if they are on all entry points into the street/area, then lines are not required as its a CPZ, so only signs on entry needed to enforce.

Signs only on the side of the road and at least one is missing, there's just a pole there. No entry point signs.We need a little more information for this one.
There are patches of yellow paint in some areas but barely noticeable, most of it is unpainted.
In that case then, I would say if you have received a PCN, and I assume its for a contravention 01, I would definately appeal it on the grounds that there was nothing to indicate a restriction.
The single yellow line would indicate there is a restriction, which would be shown on the time plate, if not paint, then you wouldn't look for a plate, and if the plates are missing then how could you know the restriction?

No ticket. There are a few cars parked on the road but I always walk through during the unrestricted time. It's only for a couple of weeks so I might chance it and if I get a ticket and the appeal fails it will be all your fault.

We have similar restrictions around here to stop commuters parking on the street.
A while ago one of my wife's friends was booked whilst visiting. The single yellow line was faint or completely worn away which made no difference. However, the fine was cancelled because the sign with the restrictions on it had been overgrown by a hedge.
