How? To be fair to the guy, we don't write legislation to legalise things. We only write legislation to make things illegal. There's no legislation saying it's legal to eat, or walk, or talk to your neighbour. As far as I understand it, everything is legal in this country - unless a specific piece of legislation makes it illegal. To answer the OP, yes I've driven bare/sock footed many times. I have size 15 feet and decent shoes are hard to find. I passed my driving test in steel capped boots. I often have a choice between flip flops or boots - neither ideal for driving. I have a decent enough collection of trainers etc now, but again very thick sole and not ideal for driving. I'm used to it, but I have much more control in my socks.

What I do is if I'm about to perform an emergency stop, I'll quickly slip on my right shoe, thus alieviating any danger from a possible load and/or slippage issue. I keep my left foot free from outdoor footwear though, as I find the increased feedback I get helps with any cadence clutching situation I might encounter.. Kind of neither. Just highlighting that there is no specific legislation saying you must wear shoes. Personally I have tried it but didn't like it. I felt I could apply more force to the brakes when wearing shoes.
I would hate to be in an accident because of it.
