In this case it was more about the fact the that the penalty was actually unjustified, for once.;)


Clue. he didn't park there on purpose and ask experts like yourself to find a technicality after the fact.

Dunno, sorry. You would need to find a decision by the High Court or above that provides a definition of parking. I suspect that parking would just be given a natural and ordinary meaning. Stopping to check out the sign would probably not be parking. Agtlaw might know of a decision, but he mainly deals with cars that are moving (often moving rather fast) rather than with cars that are stopping.

Academic here because the OP easily persuaded the ticket issuer to give in. As others have noted, the OP did not enter into a contract with the ticket issuer.
