It's about modal changes for the same journey. Are the pedestrians going to make the same journey several times to increase the risk? If not what has per hour got to do with it. Plus in accidents pedestrians kill or seriously injure fewer 3rd parties than cyclists. The risk to pedestrians of KSIs, in London from a car is 0.85 vs 2.05 from a bicycle. Pulled from a 2015 DOT statistics document, walking is as likely to kill you as cycling if less likely to injure you-

When it comes to being alive everything represents a chance not to be so, it simply isn't possible to provide an optimal method for everyone to have minimum risks. While we shouldn't introduce things that have high risks, I don't see why new types of transport with some risks have to be banned, providing it is clear what the risks are and what can be done by regulation and the user to mitigate them.

Already illegal irrespective of speed, same as driving or riding a cycle on a public footpath, why is any further regulation needed?The above is illegal in the same way that riding a motocross bike with no registration, insurance, licence, mot etc. on the roads is.
What we don't have is regulation allowing 25km/h restricted ones to be used on public roads.

People keep saying stuff like 'these need to be regulated' or 'these need to be made illegal' and so on.
They are already illegal with quite severe penalties for use.
Not sure what else people would like to see done to make them more illegal?

As far as I'm aware, nothing actually happened to him apart from the police having 'a word' and then he went on to make his 4000 watt e-bike fully road legal by registering it.https://www.youtube.com/watch?v=Tl9iQ8Urlis

Make it illegal to sell them, as 100% of the ones that i have seen ridden are privately owned. People keep saying stuff like 'these need to be regulated' or 'these need to be made illegal' and so on.

A 22-year-old man was arrested at the scene on suspicion of section 18 grievous bodily harm, assault on an emergency worker, obstructing a drugs search, failure to stop, dangerous driving, driving without a licence or insurance, breaching the terms of a prison sentence and being unlawfully at large.
