No. There are average speed cameras through Port Talbot, nowhere else.
The only operational fixed cameras are Eastbound on the gantry immediately after the Brynglas tunnels, where the J25A slip merges, and Westbound on the second gantry approaching J26.

Between July 1, 2018, and July 31, 2019, these are the speeding tickets issued by every camera along the M4:

Junction 27 to Junction 26 eastbound: 1,099 notices sent (273 notices paid)
Junction 23a to Junction 24 westbound: 8,616 notices sent (1,239 notices paid)
M4 Tolls westbound: 2,130 notices sent (1,781 notices paid)
M4 Port Talbot eastbound: 2,309 notices sent (485 notices paid)
M4 Port Talbot westbound: 4,073 notices sent (202 notices paid)

With the Newport ones, if the 50mph limit meant you could drive through at that speed it would be fine, but I think because the tunnels were backing up the traffic, they extended the limit further back to try to reduce delays, but it hasn't worked...

Is that on the permanent 50 "variable" limit?
I never knew they were using mobile cameras to enforce variable limits!
