Yep, I acknowledge that it's a wide and generalising statement - sorry. I'm sure your office never had these posters but its been a trend in plenty I've got a cab from (note that I use the service despite rants).
I think maybe your local hospital is strewn with them because it contains the highest concentration of injured people for may miles - surely a cab office isn't on a par.
Target market 1 - local accident & emergency dept
Target market 2 - local cab office (??)

You are right though, most people only remember the bad ones.
