And I'm st with money, I don't look at my bank balance, but I did and saw that the direct debit come out for the car. I had the log book number on a spreadsheet, so I went to inform the DVLA myself online. But the log book has (obviously now) changed. Hence the letter for the refund and actually some sort of guidance as to what to do.
Edit: So I got through to them.
I'll get no refund as they weren't informed, although the car has since been registered to someone else they've been taking the two lots of tax for it. So I'm about as happy as a publican of a night club at the moment with this.

4 calls and the final one got the result
apparently they were cashing chqs before the 6 months passed and they were out of date
it did not mean or signify they were actually working on the v5 request

Well done. It's very clear online is functioning as normal. It was postal that was the issue.I can't see why there would be any people involved in the process at all. It's dogst.

Did you receive the confirmation you are no longer the owner? By completing reg. transfer online I assume you mean you carried out the 'Sold or bought a vehicle' process? If so, it is mystifying, I have never had a problem in multiple uses of the service, including 5 times this year.I can't see why there would be any people involved in the process at all. It's dogst.

Yep, the new owner has even been able to tax it too! I've sent them an email but I doubt it will achieve much.A little bit of unexpected positivity, out of the usual bureaucracy.
My classic project hasn’t been on the road since the mid 80’s, so I sorned it online, with a confirmation email. All good I thought.
For some reason, I checked it online later and the sorn was no longer there, so I did it again and set an email asking why it was removed.
I got a response saying that as the car had not been taxed before 1998, when sorn began it could not be sorned now. Fine, ok then, I’ll just tax it for a month and then sorn - job jobbed.
Got a latter yesterday, saying that they had realised that the car is historic status and therefore they are returning the DD payment and making the logbook change on my behalf.
Typically, I would have to fill out forms and take them to a post office to make the historic change,

Had similar recently when buying and selling, changing numberplate AND getting a tax refund. Nothing took more than a week. Tbf, I've found that since they had a more centralised system and the online process, everything is fiendishly easier than queuing up at the sodding post office.
