I guess the Police/CPS do not lay out all the evidence in front of a person prior to charging them in other allegations, but it just seems deliberately obstructive when the system could easily be automated (if it hasn't already been) to produce the FPN letter with both pictures attached.

CPS not involved. CPS does not prosecute uncontested speeding cases. On the face of it the camera has been set to record kph not mph.
Almost certainly a cock up rather than deliberate, but it still shouldn't happen.
Presumably the calibration "engineers" will be promoted for thinking up such a novel way of prosecuting virtually everyone.
27mph (as per GPS) is indeed very close to 44kph.

ETA - just been to my mums, both tickets were for the same speed at the same time of day, one Monday the other tuesday. No photo was enclosed neither did she request one, she sent it back denying speeding. The only paperwork she has left is in welsh.
On the group chat she is on, 106 people have received fines, almost everyone a minimum of 2, quite a lot are nearly into double figures. Those who received a pic, they're all front facing, not one from the rear.

If it's more than once a second you're not necessarily going to see the speed the car was doing at the exact place the speed camera took it's photos.

Being extra picky my mums ticket says under the time of the offence "20:06 AM"
Firstly they will give you an online log in to go and see the photo(s). Usually there are two, an activate and calibrate speeds. They use the lower of the two.

I've never heard of one being calibrated in kmh, but that's the calibration. As long as the speed it's activating at is conversely changed (e.g. 100kmh=60 with variation >110kmh).
I am wondering if it's a 'safe speed iniative' with local volunteers and some numpty hasn't set it up right. Then they are looking at it showing 45 (kmh) and think they have busted someone righteously because who faults the high tech kit right?
