Surely if it expires at 23:59 that means 23;59:00.000, not 23:59:59.999*.

So that's 2 minutes you've been diddled for.

But this would be midnight on 4th September, technically. If told that on the phone, you might misinterpret that.

Nope, it covers the whole of 23:59

I'd read it as, once it's 23:59, that's when it expires. For the whole minute, I'd go with expires after23:59

I'd read it as, once it's 23:59, that's when it expires. For the whole minute, I'd go with expires after23:59
If a season ticket covers you from 1st Jan to 31 Dec, you can travel during 31 Dec. If your insurance runs 1 June to 31 May, you're covered for the 31 May. If you policy runs to 23:59, it covers all of 23:59. 23:59:59 is still part of 23:59.

Had he started his policy at midnight, he would have got 366 days for the same price as he is now paying for 365 days and 4 hours. So no matter how you cut it, the bloodsucking leaches in our rip off insurance industry are fleecing him out of 20 hours cover, the sponging vultures .
