Abandoned Kawasaki

There's a Kawasaki 650 bike opposite me that's been abandoned:- it's been untaxed since the beginning of September and it's had no MOT since *last* September. It hasn't moved since before lockdown but overnight a couple of weeks ago it had a new cover put on it.
I've reported it via the council's appropriate webpage. My question is, could the bike still be taken away now there is a cover on it (covering the number plate?)

Not completely sure no, but I've made the assumption based on the tax and MOT history with the fact it's parked on the road. Also, the flat it belongs to is empty and has been on the market.
I wouldn't usually be bothered by such a thing but the bike sits on the edge of a now decommissioned disabled space meaning it's now sat in the middle of a valuable car-sized space.
Should I just enlist next door's help to move it a few feet along (to the end of the bay) and job done?

I should have been clearer. The fact the property is a flat is irrelevant to this topic as I've probably conjured up images of assigned, individual, off-road parking spaces, but this situ is your usual London CPZ on road parking.
Yes it is about best utilisation of space - the owner is/was clearly considerate in their parking, but as the disabled bay to one side of it is now gone but the bike remains parked as if it was still a disabled bay (as hasn't moved since pre-lockdown) then we're missing out on the space equivalent to that of a car.

It is a strange one but it does not sound abandoned to me - the owner has covered it to show that (and stop it being clamped due to no tax or taken due to no insurance).
But the owner must know this is risky, parking on a public road with no tax or MOT.
It may well not be insured too but with the plate covered, not much anyone can or will do to check.
You may well be right but my gut feeling is someone close to the area is very aware of the bike being there. I don't think thieves using it previously for bad things would park it up so nicely and with a cover to boot.

Very true, but it doesn't mean that the person who's got their eye on it is the owner!.

Has it never, ever been moved at all? The cover was put on so smartly the wind has not blown it off or exposed the plate?
Surely someone is going out and checking that, tying it back down?

The bike last moved around Feb. After that and for the majority of lockdown until the weather eventually saw it off, it was protected with a makeshift cover of some bin bags stuck together. Then, a couple of weeks ago it was replaced with a proper bike cover. Parking is not usually an issue on the street mainly thanks to there being a small park where there would otherwise be houses.
To those wondering why I'm talking about a bike taking up approx the space of a car, because the bike hasn't been moved since the bay was decommissioned (remember, disabled bays tend to be longer and wider) it's now taking up space where a car would be able to park straddling part of the usual parking and part of what used to be the disabled bay.
I'll think I'll move the bike myself to the end of the bay, then job done.

Phone the police, it maybe stolen, or if its unsecured it soon will be and be involved in a crime, they need to know.
