Because that's how 'they' do it/justify it.
"drivers are still going too fast so we must reduce the limit to slow them down".

That does not take account of the 'Entitled' whose pressing needs will continue to override paltry things like speed limits in built up areas. They will continue to do as they damn well please and moan at Pepipoo for not being able to escape from the 3 points when it (occasionally) catches them out. Meanwhile, the majority of us will bimble about going ever slower to match the unwanted, and un-needed, limit.

Net result, over the longer term, is places like (most of) Warwickshire and Oxfordshire with their blanket 50 limits on otherwise excellent rural roads. If it's good in towns, it must be good for the open road, too.

Here in Essex, average speeds need to be well above the actual limit for any action to be taken by Highways to reduce speeding - have a 30mph road where the 95th percentile (their chosen metric) speed was only 38. So not fast enough for them to do anything.
Despite the fact they were measuring speed outside a care home where the residents have to cross the road to get to the pavement and 4 cars had been written off in separate incidents by speeding cars entering the village.

I most certainly was not, for starters I'm pretty careful to watch my speed in 30 limits. This group had a sign as you entered the village, so I was even more vigilant of my speed when they appeared a couple of hundred meters later.

It made me quite cross when the letter came through. I assume too many people obeying the speed limit, so they had to make a few up to justify there cause.
Movement of the camera aiming point, especially if the vehicle is approaching around a bend. Move from the front to the side of the vehicle.

Far more likely is they were using the same equipment we use in which case you were probably pinged several hundred meters earlier than you think……certainly before you saw them. We’ve lost count of the number of people who say they were only doing 30mph…..

it is of course your choice to do 40 in a 30.

Would you be happy with someone else doing 40 in a 30 limit outside your house (if your house was / is in that location) or would you be out trying to slow them down ?

How do you get 3 people to independently record the speed ?

So you think they pinged me before the 30mph limit?

There was 3 of them, one using the gun, one writing and another presumably calling out the reg. Can't see why the guy with the gun can't just call out any number he wants.

My advice would be to check your local Police force Speedwatch webpage to see what local T&C’s must be adhered to. From your description that Speedwatch group would in my opinion not be operating in accordance with standard procedures with regard to verification of your speed. That being the case, you should then report this to the Police and all recordings from that group deleted from the records. You could also check that the site has been approved by the Police…..we are not meant to operate too close to changes in speed limits for obvious reasons.
