Although I will say, probably deserves the fine - a bowl of cereal
A snack bar is one thing, that is quite another
Although, not sure how touching your phone to change your music is 6 points, and eating cereal is 3 points - I'd suspect cereal is just as distracting! Maybe we can do a study.

I've ridden past one on an NSL dual carriageway. They've had enough publicity that it was easy to spot. They're more difficult to spot when they're towing a trailer though. BBC said:

Thinking about it after I passed I kept my speed to around 70 mph, it didn't cross my mind at the time to think where the other police vehicles were that the cab drivers were communicating with to pull over drivers.

Love it! Does the HGV light up with concealed blues and come after you at 59 mph? I think high speed chases involving an HGV tractor unit is what we need - now THAT's an episode of Police, Camera, Action! I'd watch!

If it's like a fire engine, lime to 80kph until the blues are switched on. Then the limiter is disabled. Truckers fall for it despite it being a plain white tractor unit without a trailer. This is the critical point, very rare to see a tractor without a trailer as it's not earning...
