Perhaps someone somewhere is getting confused over the difference between speeding ( as in exceeding the legal limit for the road) and "inappropriate speed" as in driving at a speed where the conditions were not taken into account.

If I was stupid with my guns they would be taken away, but if I get drunk, drive my truck and cause an accident, they give me the truck back.
And as you you stated, if they restricted the speed of cars it could save 250 lives, and that's a good start.
