Yet if you were burgled and the police attended to investigate at midnight you would probably be unhappy if they took a week to speak to your neighbours who may have witnessed something rather than give them a knock at midnight. Of course if my neighbours were burgled I’d expect to be woken up and asked if we saw/heard/cctv etc.
But I’d also expect a calling card with some brief details and a way to contact the officers for a crime such as this.
A scenario to suit my own agenda, neighbour burgled, good cctv footage gathered from my system, coppers go on holiday for a week and my cctv overwrites. Or burglars chuck valuable evidence over the fence and I throw it in the bin because the Police don’t leave a note telling me how to contact them.

And there's the difference. This Officer obviously isn't Neighborhoods. As you've pointed out - if you start at 6pm and your latest cold call is 10pm, that's 4 "reasonable hours" to conduct your enquiries.
Response nights - 11pm to 7am.
Response lates - 3pm to midnight. But unlike Neighborhoods, who have appointments and aren't slaves to the radio, Response could be tied up at anything at any time. I've spent whole shifts on scene guards or constant watches.
Do SLT care that we're under minimum numbers? No
Do SLT care that there were 40 Emergency calls during the shift? No
Do SLT care that there were three guards on all shift? No
Do they care that I haven't progressed my reports......you bet they do.

That's the one bit of nonsense you take from that - victims needn't be contacted in person.
But the reports still have to be progressed.
The most recent "folly" is - you can't have a course if you aren't managing your work load.
If me calling on someone at midnight means I'll get to do the SOLO course........guess what I'm doing at midnight.
