I recently received a letter as per title.

The vehicle in question is parked on private property but right next to a road. It has been SORNed for several months.

The wording in the letter states, 'We have received evidence that at 10:16 hours on 30/05/2022 this vehicle was being used or kept...' etc.

The car wasn't being driven and is quite clearly not on a public road. I'm curious what evidence they are going on?

They are asking £660 to settle out of court of face a £2500 fine at court.

If they are going off photographic evidence then it will show the car off road. Would they go off verbal evidence if someone phoned it in?

Bit strange but I've written back pleading my case.

Just curious really if anyone has had a similar issue?

The current system is pretty simple - a vehicle needs to be either taxed or SORNed.

Could be an error in them thinking it's on the road rather than private property where it is?

Could be they've misread or incorrectly inputted someone else's number plate?

Could be a cloned plate?

The OP clearly states the vehicle is SORNed so what are you getting at?

Sounds bogus. I’ve never had a letter from DVLA that included settling out of court.

Talking of simple…

The Op’s car is on SORN.

Your point is?

Who is the letter from and how are they asking you to pay?
How has the £660 been calculated?
How do they know how much it'll cost if it goes to court?

Just curious because the letter is obviously fraud.

Could you put up a good picture of the letter (with your details obscured, obviously)?

According to this link the fine for driving an untaxed car is up to £1,000 so I'm not sure why "they" are saying it could be £2,500.....maybe with court fees/victim surcharge?

Who are "they" by the way....DVSA or somebody else?

Not obviously a scam at all. I expect that someone thinks it isn't on private ground, but on the highway. Assuming you have a title plan to the property and evidence that the car is parked on private ground, I would send this with a note to say it is correctly sorned, not on the highway and either cancel the fine or see them in court.

However, you need to be absolutely sure especially if it is parked on land adjacent to the road.

You wouldn't get an offer of settling out of court and your car is Sorn and hasn't moved.

From gov.uk...

"You must insure and tax your vehicle if you do not have a SORN. If you do not, you’ll automatically be fined £80 for not having a SORN. There’s also a fine for having an uninsured vehicle."

So where does an "out of court" settlement come from of £660... ?

Sounds dodgy as a dodgy thing....
The £80 is an automatic thing that gets generated if you either don't renew your tax OR don't SORN the vehicle within 14 days of the RFL expiry date. OP has SORN'd the vehicle so the £80 fine doesn't apply.

In OP's case what seems to have happened is DVSA camera van driving around and caught their vehicle on a public road.
