It is possible to 'cheat' the LPA in this way (see Uttlesford District Council v. Secretary of State and White [1991]), but that still wouldn't mean that the building was PD as described.
It is conceivable that you could build under PD, then introduce bedrooms and even a floor, and get the LPA to acknowledge that no material development had taken place (using Uttlesford District Council v. Secretary of State and White as a stick to beat them with), but whilst the building would remain 'lawful', it wouldn't be 'Permitted Development'... there's a difference.

If Lord Brett's neighbour is South West, as per the location he lists on his profile, there's a better than average chance that I can get direct access to the Council's internal information, too - my Planning Director was a Senior Planner with one of the Authorities down there until fairly recently, and you know how incestuous Planning Authorities are with Planners playing musical chairs in the local area.
I'm pretty sure if it's fairly recent, we could work it out from the online file on the Planning Portal. If there is one of course. Many LPA's have been digital since around the mid 2000's so there is a good chance.
