And sure enough, there's a liveried SUV parked at the side of the motorway. However, it's not Police, it's Highways England.
Do you:
Select "Not There" in Waze - because they're not Police
Select "Still There" in Waze, either because you don't know the difference, or you think that people should slow down anyway.

I noticed a road round here (bit of a rat run) was constantly showing as closed, when it wasn't... I wondered if that was someone/some people conspiring to reduce the number of rat runners on their street.
Because closure of that rat run would send rat runners down my (even more unsuitable) road I reported it as open. They then closed it again. Repeat for a few days until I got bored.
That taught me that crowd-sourced data can be manipulated easily enough, I wonder if you could set a bot to report things on Waze to divert traffic away from your route and give yourself a better drive?
