I have a happy conclusion to this thread.
My friend contacted a consumer champion at The Times who said they were interested in the story. Lo and behold, some weeks later the building's management company said they would pay my friend £1800 to have her car repaired on a non-liability basis. On top of that, they said they would pay her windscreen excess to have that replaced as that was also damaged in the incident.
A good result which means she is not out of pocket by even a penny.
