Obviously, if this isn't the case, then as you were.....
They did ask if there was a dispute which would cover that.

I've 'lost' an Acadiane this way....at garage, owner dies, son has to sort out money etc.
My van was removed to place unknown, v5 applied for to which I objected.
Basically DVLA ask you for pics of said van, engine nos, chassis no etc.....and as I had no access not a lot I could do.

Would they not be aiding and abetting theft by not disclosing that information?

It doesn't sound like DVLA have been asked to disclose anything.....

If it was me, the first thing would be to report the vehicle as stolen and inform the police of the registration request - then tell DVLA that it has been stolen & give them the crime number.

After that, if they proceed, you could argue they've done the wrong thing. Otherwise, it seems like they are kind of correct - the V5 identified the 'keeper' and not the 'owner' - so if you can't provide any evidence that you have it, you're likely no longer the 'keeper'....

If the car is in the possession of another and the OP takes it back without permission, he may himself be guilty of theft (see R v Turner 1971) or making off, if money is owed and taking the vehicle is to avoid paying.

Probably highly illegal and broke several laws but it could well have been sitting there to this day.
My dad did this too, did body work on almost brand-new car, owner never came back. Got the V5 after a year and used the car himself. All seemed above board.

Turned out the owner had gone to prison for 5 years, he had left the car at my dad's garage on purpose expecting a short sentence and was essentially trying to use my dad as free storage.

I'm not sure I'd want to be 'repurposing' the vehicle of someone inside for a crime worthy of 5 years bird!

And I once had to do this on two old Rolls Royce we had stored. Owner owed us thousands in storage fees.

Eventually the time came. He had correspondence, and plenty of face to face warnings. Including when he turned up and said he'd take them, sell them and then send us the money.....

obviously you gave him back any profit after you sold them and took out what he owed you.
