I have a relative who lives upstairs in a flat and has an apparently inconsiderate neighbour living downstairs who decided to erect an olde-style lantern (3m-ish in height) in the back garden which is left on all night and shines directly into the upstairs windows.

Obviously not happy about this.

Any idea what, if any, laws/regulations are being broken? (ie. any idea if planning permission is needed?)

Has he gently asked them to sort it out? Once you start going down official routes things can tend to get messy, and expensive.

Light pollution *is* officially recognised.

I would go down the road of asking the neighbour politely about it, and explain the situation about how your life has been affected. I would have thought that they would be decent enough to do something about it before any further action needs to be warned.

Good advice above on intial approach.

If not successful visit CAB and discuss with their Solicitor the Private Nuisance aspect as anybody who interferes with your reasonable enjoyment of your own home is causing a nuisance. To abate an injunction will be required (at some cost) from a County Court.

Just get them to cut up a coke can and use that to shield the light, within the fitting, from your garden.

(Tell them to get an adult to do it)
