Time Limit For Parking Ticket

Does anyone know if there is a time limit for councils to chase up parking tickets, like there is for a NIP, or can they take as long as they like.

Some time ago I found a website which was some sort of parking ticket arbitration service and I asked them the question. Their answer was that there is no time limit for parking tickets to be chased up. I can't find the website now though...

Schedule 6 Road Traffic Act 1991 deals with timing of items sent out by LA but does not seem to put any prohibition on time scales at their end.

Eg. If PCN not paid then after 28 days they send Notice to Owner with no time limit involved.
