This morning I saw a bus stop on the zig-zags of a pedestrian crossing today - not a stationary bus but a proper bus stop with the words 'BUS STOP' and an outline painted in yellow on the road.

Two questions:

1) Are buses exempt from the no stopping rule in such locations?

2) Is it legal to pass a bus stopped at this bus stop?

Two answers:

1. The regulations are clear - it is an offence to stop on the zig-zags except to comply with the crossing itself. So technically, if the bus stop is marked on the zig-zags, yes they are illegal - there is no examption for buses.

Sometines you can get round this by putting in fewer zig-zags - if so then you would do that on the "exit" side and not on the "approach" side. I think there is a minimum of two markings (ie 1 zig and 1 zag!).

2. It is illegal to overtake the leading vehicle stopped in the zig-zags to comply with the crossing. If you are double-sure that the bus isn't stopped at the crossing itself, I think you can overtake it.

I would say yes, because the bus has not stopped to give precedence to people using the crossing. If the bus is obstructing the view it might need a lot of caution though.

Reg 21 & 22 of the Zebra, Pelican and Puffin Pedestrian Crossings Regulations 1997 create exceptions for vehicles stopped in the controlled area of a pedestrian crossing etc.

If it is a public service vehicle being used in the provision of a 'local service' or to carry passengers for hire or reward at separate fares (but NOT tours or excursions), the vehicle, having proceeded past the crossing to which the controlled area relates (but still within the zig zags) & is waiting in that area in order to take up or set down passengers commits no offence.

Yep, in other words on the exit side of the crossing and not the approach side like wot I sed.

You're correct though that it is an exemption, and there's no need to shorten the lines. That's what I've usually seen though.
