How to stop someone from drink driving?

Shop him. Why not. It may not do any good but at least you tried. (I once shopped a woman work colleage who I saw veer into an oncoming vehicle, taking both mirrors off, then mount a verge at about 60mph. I don't think the police did anything though, I saw her driving the week after that and the following week, 9am, we watched her park her car at work and fall face-down in the flower bed. A month later she was dead. So there you go)

You take no action to stop or dissuade him.
Morally I think that you are just as much to blame for the death of the family of four that he smashes into as he is.
Explain this to him and make sure that he is aware that if he drinks and drives in your company then he will find a cop car waiting to nick him as he reaches his home.
Make sure you let him know this well advance of a night out on the beer, so that he has ample opportunity to arrange other transport. There can be no excuses from him and there will be no mercy from you.
You can't stop him doing this all the time, but you can stop it happening when you're around.
If you're wondering, I have taken this approach with a friend. I have never needed to call the police for him, but I have had to look after his keys once or twice (at his request). When he askes for the keys back, I just hand him the keys and reach for a phone. It works.
