In this case the bobby has been out of order and even I reckon a complaint is needed if the OPs story is 100% accurate.
Maybe if as a group they realise that these incidents are unnacepatable and disgusting they may actually take action and stop reeling out they same old 'it was just one bad egg' line over and over again.
If you keep adding on 'one bad egg' over and over agin you end up with lots and lots of bad eggs.
Then there is the question of why this Police acted in this manner? Maybe he was a bullying before he became a Police? Or maybe he is just following the example of his trainers, his superiors and his peers? If you see people acting in a way for long enough it becomes acceptable.... it's even more widely acknowledged that people are easily lead by people in positions of power and will do out of character and sometimes unspeakable things when ordered to or lead by example, especially when it's their livelyhood involved.
A very close freind of mine joined the Police last year and some of the things he has told me about the way his colleagues treat the public have truly shocked me.... but what has shocked me more is that a man who I knew to be about the nicest person I know has become increasingly blase' (in the space of less than a year) about these incidents, they don't shock or ven offend him anymore. And that is very very sad that a group of his colleagues who supposedly serve the public have dragged him down with them.
Maybe the Police should use incidents like this as a spring board to take action and make change instead of just brushing it under the carpet and blaming someone else?

Over the years I've known a few guys and gals who've joined up.... Some are still serving others aren't......Not one of them is the same person that I knew
In fact a very good friend of mine's son joined up 2 years ago.... His dad has seen such a change in him, he says he's not sure he's his son anymore
He actually said... "I'm not sure I even like him anymore".... Pretty sad thing for a dad to say about a lad that was the apple of his eye

What I dont like about this is that you get one numpty officer and everyone thinks all officers are the same, and all officers think that everyone's implying they're the same, none of which is good.
Abuse of power (which what issuing an S59 when no offence has occurred) is still a criminal act afaik, as such perhaps if the other BiB cared about their collective reputation they should go and arrest and build a case against their fellow abusing officers.I've not read the thread in its entirety, but was it traffic police who pulled you?
I've been pulled by normal cops and traffic cops, and the traffic cops seem to be so much more courteous and respectful towards road users.
The traffic police who pulled me on Saturday night were a delight to talk to and I had a jolly good natter with them, I appreciated the fact they pulled me as they were checking most 'sporty' (yeah yeah, I laughed as well) cars, as a few had been stolen, and had started a routine check in the area.
Some bobbies have been right sausages though, I know there in the minority but they do still exist.
I've been pulled by normal cops and traffic cops, and the traffic cops seem to be so much more courteous and respectful towards road users.
