Nothing too controversial, but can anyone tell me if there is a minimum age below which children may not sit in the front passenger seat of a car?

Yes there is, but I am not sure how young it is.

Does 12 seem about right?

I thought it was more a case of being physically large enough for the belts to be effective?

What happens with 2-seater cars?

My reading of this was that provided an appropriate restraint was used as specified then it didn't make any difference which seat the child was in?

Sure does:

"By law, you have to wear a seat belt if one is fitted. No child can sit in the front seat without a seat belt. Children under three can only sit in the front if they are strapped in to a proper child seat. "
