....I have already employed a Ukranian to walk in front of my car with a red flag if the need arises which by the way things are going will not be too long in coming....then we have come full circle....sigh.

I doubt it, so long as one goes properly-equipped... for just that reason I'm actively searching for a decent condition Citroen CX in the right spec. Armed with one of those, most traffic-calming measures are effectively irrelevant.

Edinburgh Council are planning a similar pilot 20mph area in part of the city but Lothian and Borders have already stated they will not be enforcing it!

The Motor Vehicles Approval Regulations 2001 Schedule 3 Approval Requirements for Relevant Vehicles said:
Speedometers

1. The vehicle shall be fitted with a speedometer capable of indicating speed in mph at uniform intervals not exceeding 20 mph at all speeds up to the maximum speed of the vehicle and capable of being read by the driver at all times of the day or night.

2. For all true speeds up to the design speed of the vehicle, the true speed shall not exceed the indicated speed.

3. For all true speeds of between 25 mph and 70 mph (or the maximum speed if lower), the difference between the indicated speed and the true speed shall not exceed—

V/10 + 6.25 mph

where V = the true speed of the vehicle in mph.

So would that hold water in a courtroom? I have no idea of such things, but surely you could just wheel this out if you were done for doing 28 in a 20

As I drove over Tower Bridge today, where the 20mph limit is "policed" using digital cameras, I wondered this self-same thing.

The implication of what is written here is that, at 25mph, the speedo must read between 25mph and 33.75mph. Since the usual threshold for prosecution is 10% + 3mph, i.e. 25mph in this case, they can safely prosecute at 25mph and above. So as you were.
