I think mods will still handle that. They're not going do too much themselves, they need to finish ESVI.I'm happy with what I have (86.2GB of installed mods) though.
Trouble is i'm on Series X dont fancy starting again on pc.... It would probably be my 10th start lol !

No it’s a bit confusing … I think..If you already have the Special Edition you get a bit of new content.
You will need to buy the new version to get all the content and bells and whistles.
Not sure if the older version will get the graphical updates.
I purchased the upgrade on Xbox for 15 graphically its lots better than it was on the 360 load times are much much better too.
Loads of graphical anomalies when panning though makes me feel a little I'll
Lots of new bits though that I have never had when I played it last like backpacks and bone wolves and moonstone ore I'm only level 10 just got to falkreath with 2 words learned I'm gonna hold off starting on the main quest for as long as possible again out of the intro just turn left

No well yes but no havent had the se version I thought I had [I do twice on pc] but seems not as I got the achievement when I finished intro
I had run the previous one with mods but a few years ago now and I'm sure it looked better still I'm only running it on a one X though

I've started another play-through using survival mode. It's certainly making it more interesting. I'm trying not to mod it as want the vanilla experience for the first time since I "completed it" when it was launched. No fast travel is the thing that I think will get a little dull but is also causing me to play so differently. So far I think it's a decent little package to recognise a decade of the game

That's how I got them to appear.
Where exactly near the stables did they appear? I've met them on the road between it and the windmill in the past. But, nothing yet.
